[MakeLV] Tools and such

What kind of equipment would you have for supporting micro-controllers  
(non-arduino that is)? Is there any interest in anything in particular  
(Microchip ICD3 or Atmel MKII)? Also is there enough tools for making  
circuit boards in the space?
