[MakeLV] 10 rocket rail gun launcher

Maybe a multi-launcher for the compressed air rockets from Make issue 15.
Same instant acceleration, though less zappy and cool. Though awesome in
its own right.
Use a compressor to charge maybe 4 smaller pressure tanks which would all
launch simultaneous or have arduino stagger the launches (easier to track
when a second apart). The rockets could then be crafted with each kid
giving it their own art and character with a very cheap amount of
consumables.

using a manual valve even to go cheaper than the sprinkler valve.
